Societal
Partnership
Societal partnership
has lessened the burden on the countries that have adopted this
approach in dealing with the social problems that emerged in
these societies such as poverty, unemployment, begging, child
labour and so on.
The societal partnership in Taiz came out of this idea with the
participation of the local authority, the private sector and the
various civil society organizations through the co-ordination
council. The co-ordination council is formed of the leaderships
of various stake holders (the main associations active in the
governorate, the executive government bodies, the civil society
organizations, the chamber of commerce and the private sector).
The Societal Partnerships Mechanisms:
Objectives and Fields:
1.
unifying the efforts,
abilities and resources of the public sector, the private sector
and the civil society organizations and institutions to support
the social care centres in a way that achieves the
complementation of roles and plans and optimally utilizes the
available resources and through interventions tin which all the
social groups participate.
2.
putting plans and
programmes for taking care of, qualifying and training the
target groups technically and professionally through the
co-ordination with the different parties (governmental, private
and civil) at all the stages of planning, funding,
implementation and evaluation.
3.
making available
sources of funding for setting up developmental projects that
generate funds to guarantee the sustainability of the social
care and services and empowering the impoverished social groups
which are the main target of these services.
4.
participating in
combating the phenomena of poverty, unemployment, begging and
delinquency through providing financial support for setting up
small enterprises and providing employment opportunities and
means of production for those who are able to work.
5.
optimal utilization
of the resources available with the various parties which
participate in providing social services in a specific area, as
well as providing emergency and temporary help and support,
whether financial or material and others.
6. co-ordination and
complementation between the roles of the different
parties and lessening duality of functioning. Autonomy of these
institutions and authorities should equally be respected

Form and Structure
First: the Co-ordination Council or the
Council Consultancy Authority
This is composed of all the stake holders as
indicated below:

The Council has the following tasks
1.
drawing annual work
policies, strategies and plans for “a year”, “five years” or
more.
2.
discussing and
approving programmes and activities that are related to societal
partnership
3.
co-ordinating the
common activities between the different authorities and
institutions and supporting the same in way that fulfils the
objectives of the societal partnership.
4.
working on providing
financial and technical support in the form of equipment and
materials needed for the programmes and activities of the
societal partnership and the institutions related to it
5.
working on providing
protection and care for the social groups targeted by the
programmes and activities of the societal partnership in its
various social and developmental aspects
6.
working on attracting
capital inside and outside the country to invest in the various
fields of investment using well studied academic and objective
means
7.
working on providing
job opportunities for the target groups in accordance with a
qualification and training programme and providing loans and
utilizing the resources of the societal partnership in an
optimal way.
8.
recruiting activists
in the field of social voluntary work and encouraging the same
in the context of societal partnership
9.
studying the plans
and budgets of the Council and approving the same
10.
drawing a clear and
systematic mechanism to follow the implementation of the
programmes and activities and evaluating the performance of the
Council and its different components
11. discussing and approving the performance and
evaluation reports sent by the academic and technical
authorities and determining the implementation level and
effectiveness periodically

The Council Meetings
1.
the Council shall
hold its first meeting during the first week from the date of
issuing the decree of its formation. In this meeting the Council
shall choose its executive leadership. The chairman, the
vice-chairman, the secretary and the preparatory committees of
the Council shall be chosen in this meeting, too. The first
meeting shall be presided over by the person holding the highest
post or the eldest member of the Council.
2.
during the
establishment period, the Council shall hold its meetings once a
month, if necessary, otherwise, the ordinary meetings shall be
held once every three months. Extraordinary/ emergency meetings
can also be held whenever the need or the interest of work
arises. The chairman shall call for such meeting on the request
of one-third of the Council members.

Tasks
The executive administration takes the responsibility of
following up whatever is agreed on in the General Council
meetings. It also sends its reports to the chairman of the
council and receives from him or his vice-chairman the
administrative directives concerning the same. The results of
the meetings shall be referred to the general council for
discussion and approval in its regular meetings
.
